September 25, 2014 — COUNCIL MEETS TONIGHT (Thursday). Items of interest include a Development Permit Hearing re 787 Tyee Road for “Bonds Landing” Development of a 4-storey, 49 unit residential project; a Development Permit Application for 300 Michigan Street for a 4-storey, 14 unit residential project; and a Variance Hearing re 2640 Forbes Street that would facilitate addition of a secondary suite.

September 11, 2014 — COUNCIL MEETS TONIGHT (Thursday). Item of interest for this meeting includes To rezone the land known as 1314 Pembroke Street from the R-2 Zone, Two Family Dwelling District, to the R1-S25 Zone, Pembroke Street Restricted Small Lot Two Storey District, to permit the lands to be subdivided into three small lots and to allow the following uses: single family dwellings; home occupation; accessory buildings; garage sales.

August 28, 2014 — COUNCIL MEETS TONIGHT (Thursday). Council agenda includes discussion of approval for 6-unit apartment building at 860 Queens in North Park Neighbourhood and a proposal regarding a Development Permit with Variance for front yard setbacks for a new small lot house and accessory building for 988 Topaz Avenue. The intent of this Topaz application is to permit the construction of a small lot house and an accessory building.

July 24, 2014 — COUNCIL meets Thursday night and will include a discussion of To amend the Official Community Plan to provide for Urban Place Designation amendments and to change the land use designation for the lands known as 1802 Chambers Street and 1147-1163 North Park Street from Traditional Residential to Urban Residential.

July 17, 2014 — COUNCIL hopes to “slow down” this Thursday night by only considering a bylaw change to reduce speed limits on city roads. Nothing else appears on the agenda.

July 10, 2014 — COUNCIL WILL MEET to discuss rezoning requests to amend the Zoning Regulation Bylaw to rezone the lands known as 1025, 1029, 1035 and 1075 Tolmie Avenue to the R-J Zone, Low Density Attached Dwelling District, to permit the lands to be used for the construction of ten townhouses. Also being considered is an application to rezone the land known as 2035 Stanley Avenue from the R1-B Zone, Single Family Dwelling District, to the new R1-S24 Zone, Restricted Small Lot (Stanley Avenue) District, to permit a new small-lot single family dwelling, and to the new R2-51 Zone, Restricted Duplex (Stanley Avenue) District to permit an existing two family dwelling (duplex) on a new small lot.

June 26, 2014 — COUNCIL MEETS tonight (Thursday) and will consider a request for a garden suite at 147 Olive Street along with a variance request for 1235 McKenzie Street to permit a duplex via rezoning of land to R-2 Zone, Two Family Dwelling District. The City of Victoria will also be considering the issuance of a Development Variance Permit for the land known as 1637 Hollywood Crescent. The intent of this application is to permit the replacement of the existing single family detached dwelling with a new single family dwelling having a total floor area of 359.3 m2.

June 12, 2014 — COUNCIL MEETS TONIGHT (Thursday). Agenda includes:

Zoning Regulation Bylaw, Amendment Bylaw (No. 995) – No. 14-042

To rezone the land known as 2740 Forbes Street from the R1-B Zone, Single Family Dwelling District, to the R1-B-GS2 Zone, Single Family Dwelling with a Garden Suite District, to permit the construction of a garden suite in the rear yard . Also Zoning Regulation Bylaw, Amendment Bylaw (No. 990) – No. 14-031

To rezone the land known as 152 Moss Street, as identified on the attached map, from the R1-B Zone, Single Family Dwelling District and C-1 Zone, Limited Commercial District, to the R1-B-GS4-C1 Zone, Single Family Dwelling with Garden Suite and Limited Commercial Moss Street District, to permit a single family dwelling with a garden suite and limited commercial use.

February 27, 2014 — COUNCIL WILL DISCUSS amending the Zoning Regulation Bylaw:

(a)              to create the R-73 Zone, Rockland Avenue Multiple Dwelling District, that permits the land to be used for a multiple dwelling, rest home class A, rest home class B, public building, accessory building and home occupation;

(b)              to rezone the land known as 1015 Rockland Avenue to the new R-73 Zone, Rockland Avenue Multiple Dwelling District, to increase the permitted density to permit the development of a four-storey multiple dwelling with no enclosed parking space.

February 13, 2014 — COUNCIL WILL MEET TONIGHT to discuss approving a public hearing for Feb.27 evening on upzoning 1015 Rockland Avenue to allow for higher density for rest home purposes. New zoning would create the R-73 Zone, Rockland Avenue Multiple Dwelling District, that permits the land to be used for a multiple dwelling, rest home class A, rest home class B, public building, accessory building and home occupation; and (b) to rezone the land known as 1015 Rockland Avenue to the new R-73 Zone, Rockland Avenue Multiple Dwelling District, to increase the permitted density to permit the development of a four-storey multiple dwelling with no enclosed parking space

January 16, 2014 — Council will consider a request to its Housing Fund from a prospective development at 105 Wilson Street. They will also consider giving Notice of Public Hearings for the Council Meeting of January 30, 2013 . Sign Development Variance Permit Application No. 00126 for property known as 1610 Hillside Avenue

January 6, 2014 — No council calendar for 2014 published yet. Interesting reasons for turning down a rezoning amendment for property at 230 Richmond Avenue were recorded in November 28, 2013 MINUTES of Council. Interested Members might want to discuss with GR Coordinator.

The proposal was to create a R1-G7 Zone, Richmond Avenue Conversion District, which would permit a multiple dwelling and the uses in the R1-G Zone, Gonzales Single Family Dwelling District. The regulations in the R1-G Zone will apply except for new regulations for a multiple dwelling with respect to building age, lot area, lot width, floor area, floor space ratio, number of units, height, storeys, roof decks, setbacks, projections, site coverage, open site space, vehicle parking and bicycle parking; (b) to rezone the land known as 230 Richmond Avenue to a new R1-G7 Zone, Richmond Avenue Conversion District, to permit the land to be used for a multiple dwelling with up to six dwelling units.

December 12, 2013 — Council will meet to review following of importance to real estate: (1) a development permit application regarding 1014 Park Boulevard for purpose of construction of a 4-storey, 8-unit apartment building. (2) Also a development permit application for 315-319 Burnside Road East to permit construction of a four-storey building with 20 residential units.

  • October 11, 2012 —  Council discussed zoning change for 864 Queens to C1-QA to permit office, retail and restaurant uses. There was also a decision taken to hold a Public Hearing on October 25 regarding rezoning of 1656 Richardson Street.
  • September 20, 2012 —  Public Hearing has been called for tonight on a Development Variance Permit for 1015 Moss Street to vary requirments for off-street parking, reduced minimum width of landscape screening, and a reduced minimum percentage of rear yard landscaping for an 8-unit multiple dwelling in an existing heritage building. They will also consider heritage designations for buildings at 1270 Balmoral Avenue and 271 Beechwood Avenue.
  • September 13, 2012 A number of motions will be heard regarding subdivision and construction of a new small lot single family dwelling at 2964 Cedar Hill Road. The list includes variance requests for minimum front and side lot setbacks, and variances dealing with the existing duplex. A rezoning application will also be considered for land known as 864 Queens Avenue from the current R3-1 Zone, Multiple Dwelling District to C1-QA Zone, Queens Avenue Limited Commercial District to permit office, retail and restaurant uses.
  • August 30, 2012 Council Meeting  addressed height issues for property at 1314 1312- Government Street; final discussions around Development Permit Application for35-39 Gorge Road East; and a Variance Permit Application for 408 Dogulas Road dealing with maximum height for a proposed 4-unit townhouse development. Next full Council after this one will be September 13.
  • July 26, 2012 — Tonight will see final passage of the new 2012 Official Community Plan Bylaw 2012-013.
  • July 12, 2012 — Council considered creation of an RK-25 Zone, Shelbourne Townhouse District to permit construction of a 7-unit townhouse development at 2614-2622 Shelbourne Street. Also considered was a rezoning of 1290 Topaz Avenue for construction of a two-family dwelling. Also agreed to were public hearings on July 26 for 970 Topaz Avenue, 403-405 Kingston Street, 2828 Rock Bay Avenue, 2940-2950 Jutland Road, and 549 Toronto Street.
  • June 28, 2012 The City of Victoria will be considering the issuance of a Development Variance Permit for the land known as 954 Wilmer Street for the purpose of varying the maximum building height from 2 to 2.5 storeys and from 7.6 to 8.59 metres in order to construct an upper floor addition to the existing single family dwelling. There will also be consideration of introduction of a zoning amendment to allow for change of use for property at 2828 Rock Bay Avenue.
  • June 14, 2012 — Council considered a rezoning application for 2650 Cedar Hill Road from R-2 Zone to R1-S2 Zone to permit construction of a second dwelling and subdivision of land into two lots. Council was also to consider variances for the property for a relaxation of side yard setback. In other business they considered a rezoning application for 1235 Chapman Street for a ‘Garden Suite Application’. Heritage designations were also considered for 1015 Moss Street and1030 Cook Street.
  • May 24, 2012 — Council  considered a report from the May 17 Planning and Land Use Standing Committee regarding  35-39 Gorge Road East and approval for the rezoning application to proceed to public hearing. Requested by the applicant is a new zone “Apartment Residential (Established) to replace “General Residential”. Also being considered are rezoning applications for 2650 Cedar Hill Road and 1235 Chapman Street. A new bylaw will also be introduced for first reading to regulate the provision of works and services for subdivision and development of land within the City.
  • May 10, 2012 — Council approved a Zoning Amendment Application for property at 523 Trutch Street changing R1-B zone to a new R1-TR zone adding multiple dwelling as a use to facilitate conversion of 4 new dwelling units. There were also heritage designations approved for 1015 Moss Street, 1030 Cook Street, 502 Pembroke Street, and 2110 Store Street.
  • April 26, 2012 — Application to rezone 2828 Rock Bay for 55 housing units will proceed to public hearing.
  • April 12, 2012 — Council will hear rezoning application from property known as 1489 Myrtle Street to change zone from R1-B, single family dwelling to R1-S2 Zone, restricted small lot (two storey) district…to permit subdivision and construction of two small lot single family dwellings. A Development Permit Application for same property will also be considered that will reduce minimum distance between lot’s boundaries and proposed new dwellings. Minimum reduction in lot frontage requirements will also be considered. Also being considered is a zoning regulation bylaw change that would prohibit “roof decks” in restricted small lot (two storey) districts. On the commercial side, Council will look once again at a rezoning application for 1955-1971 Oak Bay Avenue and 1091 Amphion Street.
  • March 22, 2012— Agenda called for Council to consider amending the Land Use Procedures Bylaw to expand the notification area for Community Meetings when an application involves changes to the Land Use Designation or guidelines in the Official Community Plan. A new fee for this expanded notification was also to be considered.
  • March 8, 2012 — Meeting considered issuance of a Development Variance Permit for 1460 Stroud Road to allow relaxation to permit one parking space to be located in the front yard.Also considered will be a heritage designation application for 954 Maddison Street.
  • February 23, 2012 — Joint Meeting with Saanich Council  discussed transit on Douglas Street
  • February 16, 2012Council heard various applications for variances including one for 1770 Rockland Avenue that was for a new garage at front of property and for a new stair and elevator addition at the rear of the heritage property. A height variance for the garage is required. A public hearing will follow.
  • February 9, 2012— AGENDA has Council considering an Official Community Plan amendment to permit ‘Garden Suities’ in Development Permit Area 26 and further, to establish design guidelines for garden suites.  Council will also discuss an amendment to the Land Use Procedures Bylaw to “expand notification areas” and add new fees for Zoning Regulation Bylaw amendments that require Official Community Plan amendments.
  • January 26, 2012 — Council discussed issuance of a development permit for 606 and 612 Speed Avenue and varying certain requirements including parking fro proposed new 19 unit, 5 storey condominium project. They also held a public hearing on the proposed new ‘Garden Suites’ amendment bylaw .
  • January 19, 2012 — First Council Meeting in 2012. Two key committees of Governance and Priorities and Planning & Land Use will also meet this day. There will be discussion regarding the City’s 712 Queens property and a variance in parking requirement from 47 stalls to 20 stalls for use by 36 approved bachelor suites.

  • December 15, 2011 — Council Governance and Priorities Committee sees staff report on “Northern Junk” project and newly proposed STIR plan–Short Term Incentives for Rental Projects.
  • December 13, 2011 — Special Meeting called to move forward new bylaws dealing with garbage and recylcing, sewer receipts, sewer useage charges, and waterworks.
  • December 8, 2011 Inaugural Meeting remarks by Mayor Dean Fortin included restatement of Council priorities for community: housing affordability, alternative transportation, open government, economic development, and a sustainable community — environmentally, socially, and financially. Particularly interesting was his statement that “Our work must also focus inside City Hall, where our customer service strategy goes hand in hand with economic development, because we know that how we do business is as important as the business we do.”  Newly appointed members of the Planning and Land Use Standing Committee are Councillor Marianne Alto (Chair), and Councillors Helps and Madoff.
  • November 24, 2011 — Agenda listed a rezoning application to permit a rooftop addition on a heritage designated building at 1312-1314 Government Street; a development variance permit application for 1216 Johnson Street and 1415 Chambers Street calling for setback relaxations and surface parking requirement relaxation  to allow for a proposed 34-unit, five storey residential apartment building; a development variance permit application for 2640 Belmont Avenue to allow for an addition of a parking space in front yard of a house with secondary suite; and a development permit for 658-662 Herald Street to allow relaxation of parking requirements on site; and a development permit application for property known as 2560 Quadra Street to allow setback variance and parking requirement relaxations; and, a development permit application for 755 Caledonia Street to allow reduction in setback requirements from Blanshard and Caledonia Streets for upper portions of building beyond 10 m in height.

  • October 27, 2011 — Council agenda included rezoning application on 720 Pine Street to change to R1-S2 Zone, restricted small lot (two storey) to permit subdivision and construction of one new single family dwelling. Another application to make same change as above was to be considered for 2906 Quadra Street.
    October 20, 2011 — Council received and passed to City of Victoria Economic Development Strategy at Special Meeting.
  • October 13, 2011 Council agenda callede for Council to include recently approved Downtown Core Area Plan as a “Local Area Plan” for the purpose of all future reviews of Development Permit Applications and to rescind the Downtown Victoria Plan 1990, and the Harris Gren Neighbourhood Plan and the Harris Green Charrette.  The agenda also includes discussion on a rezoning application for 435 Chadwick Place to provide for a two-storey building with basement single family dwelling via permitted use of the R1-G Zone, Gonzales Single Family Dwelling District. Another agenda item provided for a Development Permit Application Public Hearing for property known as 740 Hillside Avenue and 747 Market Street for purpose of reducing minimum front yard setback from 1.8 m to 1.5 m and reducing number of required parking spaces by 1 space for office uses, by 3 spaces for daycare uses, and 62 spaces for retail uses.
  • September 22, 2011Council considered a zoning amendment for 1492 and 1498 Myrtle Avenue for R1-B Zone to R1-S2 Zone, Restricted Small Lot (two storey) District to permit subdivision and construction of one new smal lot single family dwelling. Recommendations were also made to consider certain variances re yard setbacks and landscaping.
  • September 8, 2011A zoning amendment was considered for 976 Topaz to permit subdivision and construction of two new single family dwellings. A development permit for the property was also to be considered.  Another zoning change was considered for 1568 Westall Avenue to rezone to R-2 Zone, two family dwelling district to permit land to be used as duplex. The new Garden Suite Policy for the City was also to be considered. The definition of a garden suite is a “small, ground-oriented unit located in the rear yard of a single family detached dwelling. Note: The policy passed.
  • August 25, 2011–NEXT FULL COUNCIL AGENDA after July 21 calls for consideration of a variance for 2001 Runnymede Avenue to vary the minimum flanking street setback from 7.5 m to 5.45 m in order to construct a two-car garage. While notice of September 8 public hearing posted on following: rezoning on 976 Topaz Avenue; rezoning on 1568 Westall Avenue; heritage designation on 611 Vancouver Street and heritage alteration permit application also on 611 Vancouver Street. Non-statutory public hearings will be set for September 8 on the City’s proposed new Garden Suite Policy and on September 15 on the City’s Downtown Core Area plan.
  • July 21, 2011— The posted Agenda called for review of a rezoning amendment application for 555 Niagara Street that would rezone from R-2 Zone to RK-23 Zone to permit construction of a two-storey building with 3 residential units and to establish new lot area, maximum height, max. number of units, min. lot width, FSR, site coverage, open site space, setbacks and parking requirements. A Development Variance Permit was also to be considered for 17 Chown Place to relax setback from 7.62 m to 5.0 m to allow for the construction of a garden apartment. There was also to have been introduction of an application for Zoning Amendment Bylaw for 976 Topaz Avenue, but no details were available on the agenda outline.
  • July 7, 2011— Council discussed heritage designations for 426 St. Lawrence and 330 St. Lawrence.
  • June 23, 2011— The meeting passed approval on the zoning change to R-K Zone for 555 Niagara Street and a redevelopment project of the “Admirals Inn” property on Bellville Street.
  • June 9, 2011— Agenda called for consideration of a zoning regulation bylaw amendment for 555 Niagara Street from R-2 Zone, two family district, to the R-K Zone, medium density attached district, to permit the construction of a 2-storey building containing 3 ground-oriented townhouses.
  • May 26, 2011–COUNCIL Minutes note support for the application regarding redevelopment of 2551 Quadra for residential use on ground floor. This was also the night the public hearing was held on the future development of the Royal British Columbia Museum zone.
  • May 12, 2011— COUNCIL Minutes included support of parking requirement changes for a restaurant at 355 Cook Street from one parking space per 5 restaurant seats to one stall per 10 restaurant seats. Parking was also the subject of an application for a project at 15-21 Gorge Road East to reduce the parking requirement from 57 to 56 stalls. Approval was given to redevelopment of the old ‘Bamboo’ construction site on Lower Johnson Street that included a variance from present zoning height restriction of 15M to 17.3M along with other proposed design and siting elements of the project. Council also received a report from their Governance and Priorities Committee regarding creation of 6 rental units at 1030 Cook Street in “exchange” for approval of 8 strata units at 1015 Moss Street.
  • April 28, 2011— COUNCIL Minutes show approval of a heritage designation application for 2008 Chambers Street in Fairfield, and approval of a development permit with extra height for 517 Fisgard Street.
  • April 14, 2011 — COUNCIL Minutes now indicate 3rd reading approval of the new Rockland zoning amendments reviewed at the March 24 public hearing. Also approved was a rezoning application for 21 Pilot Street to permit land to be used for a two family dwelling and, separately an application on 1110 Pembroke Street to facilitate land to be used for four dwelling units. Variances were also approved at this meeting for 452 Moss Street to allow for demolition and setbacks for a new small lot single family dwelling. A request to provide a heritage designation for 152 Dallas Road was declined.
  • March 24, 2011 — The posted AGENDA listed public hearings for rezoning application for 138 Dallas Road to create a new R1-NH Zone, Newcombe House District, which contains a single family dwelling, a duplex, a boarding house, a rooming house, rest home class A and B as permitted uses. Council was also to consider amendments to the Zoning Regulation Bylaw that would include improvements to the General Regulations Section, R1-A zone, Rockland Single Family Dwelling District, R1-B Zone, Single Family Dwelling District, R1-G Gonzales Single Family Dwelling District, R-2 Zone, Two Family Dwelling District, and the creation of Schedule F–Accessory Building Regulations, Schedule G – House Conversion Regulations, Schedule H-Panhandle Lot Regulations, and Schedule J- Secondary Suite Regulations. Minutes of that meeting are not yet posted.
  • March 10, 2011Minutes report that Council declined a Rezoning Application for 1811/1813 Crescent Road. A Development Permit Application for 452 Moss Street was approved subject to a public hearing with variances of reduced lot width, and reduced north and south side setback requirements. Also a public hearing was approved for 138 Dallas Road.
  • March 3, 2011Minutes from a Special Meeting approved a staff direction to “flag and bring forward for Council’s consideration…any Building Permit Application in Gonzales that may be in conflict with the proposed R1-G (Gonales Single Family Dwelling District) Zoning Regulations.
  • February 24, 2011— Minutes show approval of a request for a development permit for 1284-1298 Gladstone Avenue, 2002-2004 Fernwood Road and variance from parking requirement for the site from 13 spaces to 9 spaces for residential use on site. ….separately Council discussed their initial feedback to the CRD’s proposed Regional Sustainability Strategy papers (9 including affordable houisng).
  • February 10, 2011 118 Ladysmith Street was allowed to move forward with plans for a 3 storey, 4-unit condo project with approval for a zoning amendment to create a new R-K-L Zone, Ladysmith Townhouse District for sfd, duplex or attached dwellings….1604 Bay Street was rezoned to R-2 Zone, Two Family District to permit the land to be used for a two family dwelling….while 1449 Grant Street was protected as heritage property…Council also decided to direct staff to undertake additional work on an update of the City’s Green Building Policy according to guidelines set out in the Minutues.
  • January 27, 2011 1980 Fairfield Road was considered at that night’s public hearing for a variance to allow for subdivision into two lots. It was defeated as one Councillor put it, because “the lot size reqquirement in this zone is already quite modest and it does not seem supportable to further reduce (from 15m to 14.5m the minimum width) the size of the lot by supporting the variance”…..meanwhile property at 1738 Haultain was allowed a relaxation to permit one parking stall in the front yard and a reduced side yart setback from 3.0m to 2.61m…….2708 Asquith Street was also approved for a variance that allowed one parking stall located in the front yard.
  • January 20, 2011 — In advance of the adoption of a new ‘Garden Suite Policy’ for the City, Council approved a new R1-B-GS Zone, Single Family Dwelling with Garden Suite District for 3194 Rutledge Street. …Councillor Madoff noted in MINUTES that she felt the application was supportable as it “preserves the modest dwelling and it fits the scale of the neighbourhood”. The suite was not allowed to exceed 42 m2…….Rezoning was also approved for 1004  and 1022 Pemberton Road to create a R1-33 Zone, Pemberton Conversion District, which will permit sfd, secondary suites in sfd, and multiple dwellings in buildings built before 1931….Intention by the City was noted regarding plans to designate 2254 Belmont Avenue as protected heritage property….and to remove a garage from the same protection earlier provided for 1421 Grant Street….later approval was given to advance 21 Pilot Street to public hearing.
  • September 23 – Council discussed an earlier application to allow rezoning at 2513 Asquith Street from R1-B Zone to R1-S2(Restricted Small Lot-Two Storey) to allow a new small lot single dwelling between two existing dwellings; a development variance permit will be considered for 1044 Hillside Avenue to allow a four unit strata multiple dwelling unit development

  • August 12 10:00am – Council met today at Governance and Priorities Committee in Special Meeting to recommend ‘Blue Bridge’ option for November 2010 referendum. Advice of Committee goes to Aug.26 meeting. VREB has no official position at this time — but borrowing cost impacts on homeowners and tenants are beginning to add up!
  • July 15 – Council Agenda called for consideration of designating 1745 Rockland Ave. as ‘heritage’ property; a zoning bylaw change for 2734 Shelbourne St. to facilitate two-family dwelling; Zoning Bylaw and OCP change for 15 and 21 Gorge Road East for property formerly known as ‘Capri Motel’; and new proposal for rezoning at 2513-2523 Asquith St. following earlier work to legalize an existing secondary suite at the property moved forward to public hearing stage…. Council approved a Tenant Plan to strata title property at 1044 Hillside Avenue.
  • June 10 – Council facilitated a zoning bylaw amendment for 1259 Richardson St. to support change to R-2 Zone for a two-family dwelling.    Council also instructed staff to prepare an OCP  Bylaw Amendment and authorized a rezoning Application (#00266) for 740 Hillside Avenue for a proposal known as ‘Humber Green’ to proceed to public hearing. The project will create a new development permit area #36.
